As is usually the case on military installations, space is always at a premium here.  We've got lots of people (yeah, we do actual work here) that need desk space, but not enough space in which to put them. 

Add an additional ingredient:  our military counterparts.  We're getting a whole pile of military in to help with that side of our program and, if we thought space was at a premium before, well, we were deluding ourselves. 

So, until the new spaces get built (which will be too small from the very start, because it always happens that way), we're going to be packed in here like... well... you get it.
